About Matt Philpott

Matthew Philpott is the Executive Director of Technology at NHS England, where he leads a dynamic team of approximately 750 professionals delivering mission-critical digital, data and technology services across one of the world’s largest healthcare systems.

Over a distinguished career spanning both public service and private sector leadership, he has driven transformative initiatives at organisations including the Home Office and Telstra, consistently advancing cloud services, infrastructure and enterprise technology operations. A strategic innovator and hands-on executive, Matt’s expertise in digital transformation and operational resilience underpins his commitment to sustainable change in complex environments.

He holds an MA in Computer and Business Studies from the University of Portsmouth and is a fellow of the British Computer Society, the Institution of Engineering and Technology, and the Chartered Management Institute.

Beyond his professional responsibilities, he serves as the National DDaT Advisor for St John Ambulance – the UK’s leading first aid charity – underscoring his enduring dedication to public service and community well-being.
